Atlantic City and Cape Royale tied for the second worst record.  This makes determining the 2nd pick table a bit more difficult.  There are three tables, as follows:

  1. Wiesbaden wins the first pick
  2. Atlantic City or Cape Royale wins the first Pick
  3. Somebody else wins the first pick.

The table to determine 2nd pick is based on the 3rd and 4th digits of the New York 4 digit lottery number.  The team that wins the first pick is not eligible for the second pick.  Teams are ranked as Worst remaining, 2nd worst remaining, etc. down to 11th worst remaining.
